I did the bantha statues quest for this guy before, so this time when I went to talk to him he made me do one 200m /conv mission and upon returning he gave me the schematic.

Its in AH on Tat in the ditch.

Its not a harvestor per say, its under general itmes in the crafting tool, once you make the tool and click on it you do the harvesting.
