I tried to fulfill a customer order like this. After more than 50+ tries, we had to settle for a +15% Max Dmg and +33% Range (approx numbers). Like with range power-ups, it seems that Max Dmg is a secondary trait--which means that around 15% to 16% is the modification limit. This was confirmed by the experience of Master Artisans that I senttells to during that time as well.
Attribute selection for power-ups is random--no relation to your tool quality, resources, etc. You can certainly experiment more than I did to get the combination you want. It's a question of how much time and resources you are willing to invest.

No, you can't make max secondary + min tertiary. Or speed/speed either. That just doesn't happen.
I'm a little confused with this and was hoping you could elaborate for me. You state that you can get max damage as a secondary and min damage as a tertiary in the firstparagraph but then go on to say in the second paragraph that you can't get max secondary and min tertiary.
Am I correct in saying that you're saying for instance, a mind cost primary, max damage secondary, and min damage tertiary power-up isn't possible to craft?
Back to the main thread, I've also spent a few months stocking a vendor with power-ups and still haven't seen max damage come up on the primary. This question tends to come up every now and again and we have the same debate each time. The consensus among the Artisan community is that it doesn't exist, yet this is occasionally refuted by those that say they have bought these in the past.
I had a customer who visited my shop and asked if I had any, and swore to me that he had bought some from a different vendor some time ago. I also asked him to check for me to see if he still had one lying around so that we could post the image on these boards to put this as rest, but to no avail.
It maybe that these were once available and are either no longer craftable or that the chances of getting them are extraordinary slim, but that wouldn't fit with the rest of the paradigm.

That is correct, because of the way the mods come in. You might get Mind / Max / Speed. You might get Mind / Min / Speed. You might get Mind / Speed / Min. Or even Mind / Speed / Max.
You're not going to get Mind / Max / Min. At least I haven't seen it yet.

You're not going to get Mind / Max / Min. At least I haven't seen it yet.
I crafted some of these I think a couple of months ago. Just double checked as I still have a crate on display. The stats are:
Mind Cost 32.83%
Min Damage 8.25%
Max Damage 16.17%
But I've not been able to replicate this combo since then, despite many attempts.

It is random within reason and is based upon the type of powerup you're crafting. If you want max/min on a ranged, for example, start with a muzzle. If speed is your thing (again ranged), start with a coupler or grip.
There's only one type of melee powerup, so good luck... ![]()
Resource type has nothing to do with it. Only the OQ of resources impacts powerup and then only in the % bonus that can be experimented to.
