The toolkits are made from the artisan tree, so when making or even using them you need to find 95% or better repair rate because that'll give you better success rates in repairing. You could prob. use 90%+ but I prefer the 99% or better ones but would settle for 95 if thats all there were.
Copper is best if you crafting them, find ones with the best conductivity, thats how you get the % higher.
But as the other guy said, anyone has the same rate of repair success or failure. My brother who has a Master Weaponsmith says using his Toolbelt that has weapon repair on it helps him get better results with the good kits as long as the weapon isn't too low on condition.
Repairing Armor & Weapons get better results if you repair it around 50% condition loss or even before it gets that low. After it drops below & the longer you let it decay, the better chance that you could fail the repair.
Sliced goods (weapons and armor) are FAR more likely to fail in a repair attempt than unsliced items.
I didn't know that one for a long time until Thunderheart posted about it a while back.
