My +25 Carbine Accuracy/ +10 carbine speed prenerf ubese shirt STILL WORKS in the mods window on the skill screen, changes accuracy speed values on character screen, and adjusts dps values while examining weapons.

above is a report from TC-Chilastra (TC3).

so mod's actually work again then and since PSG's are worthless you can use the belt location again.

Do you need a cert for the shirt in particular? Is it recon cert like the rest of the ubese (I think

nope. Ubese shirts, bandoliers, Padded Belts and Mabari belts have no stats and can be worn by anyone. I confirmed this myself on TC-Chilastra. I even made new items of each to test again.
My Armorsmith with no combat skills could wear all of these.

Wonder if that is the same for all armor boots/gloves. If so that'll make some ents happy. Since people seem to just love the padded boots for looks.

currently no. Boots and gloves (all types) follow the Cert rules. Please post in the CU Bug thread that you would like this changed. Add your voice to that as many people are trying to get Certs removed but leave in the Encumb rules for armor types.

What about "pre-nerf" Ubese shirts/bandoliers? They were technically considered armor, unlike the current stuff, which is technically considered clothing.

How are ubese shirts considered fashion armor? They have no protection and outside of the name, are essentially clothing.

I think he was refering to boots and gloves.

Mostly, yes. I was responding more to the people who want certifications removed on armor.
