I notice the other day that when I take my armor off, I need a buff in order to put it back on. Because of this, it's putting quite an encumbrance on my strength and con. What can I do to make this situation better? Are there skills I need to take to wear better armor such as this?

There are only a few things you can do to wear heavy armor. One get it sliced by a smuggler and hope you get an encumbrance slice on the piece, migrate stats, and buff. If you have heavily layered composite, you'll probably still need buffs regardless of the slices and migration of stats, but at least your regen will be better.
