I saw someone running about in a full suit of clone trooper armour, but since they were on a speeder I was not fast enough to examine them and ask for the details... Is this a new schematic or a loot drop?

You probably saw the Shock Trooper armor. Its new. A Master Armorsmith can get the schematics from a recruiter using Faction Points for a 10 use schematic. Then the player has to bio-link the armor to his character using Faction Points. This means only you can wear it. I think its 1000FP per piece. For Imperial armor the list is as such:

Shock Trooper - Assault armor
Scout Trooper - Recon armor
Stormtrooper - Battle armor

No I've heard about this too, think it maybe a mission reward from the RoTW expansion... not sure tho
