I was cleaning my house and found a bag with some old NS layers was woundering if +20 health was any good these days. might have em used to make some armor.

+20 is the best in the game.
You can put two layers per and a feather that is around +20 health, but since +50 is the most you can have on one piece of armor....
My advice is to hold on to them, and hopefully the developers will change the cap of hps per piece or remove the cap totally. Of course they could neuter them and you would have missed out..

dont use them unless you must, all the new loot seems to drop with much much lower than +20

Im not a AS wanted to get some armor made or sell em but not sure what they are worth or if they are worth selling or just should use em for getting armor made.

If you are broke, try finding a "respected" AS that'll pay fair market price for them.
If not, I wouldprolly have some nice PvP armor (RIS or faction armor has high condition) made withhealth bonuses.
Any which way, the layers are the best you can get nowadays so they're worth a pretty penny.
