No they do not stack together, the highest one will always overide the lower one.

Yes, two items with the same type of bonus will add together up to a maximum of +25.

best advice is yeah what he said, but also don't settle for 2 socket clothes for your crafting gear. Personally what I did was go out and buy a full set (gloves, boot, pants, shirt, trenchcoat, headwrap) where everything has 4 sockets. Personally I'd rather have extra sockets once I get to +25 +25 than to not have enough at the end. Also I've noticed that since the CU hit that attachments with multiple bonuses all of the bonuses stick now whereas it used to be that the first one would stick before. Unfortunately this means that a tape with 3 mods on it will use 3 sockets too. But hey at least we dont have to worry about it sticking now
