I'm not sure. What does the schematic say? Most other schematics tell you what skills are required to learn the schematic. I haven't seen one of them yet, but the schematic should tell you.

In my opinion though, you probably don't want anyone other than a Master Armorsmith making you the pieces anyway. They have all the experimentation to make the armor the best that it can be.
