Nope.
A good composite armorsmith can make segs with base 32-35%.
Of course, those have encumbrance values, but how low encumbs are on a suit of this armor still relies on the resources used to make the final pieces.
I've looted up to 24% base.

isnt kimoglia loot for bone armor. (/shudder) apart from gdk scales which are a component in ris.. if its kimoglia loot aside from the unstatted boxes used in ris then destroy it.. if these are KRAYT loots then some stats are missing.. im a little confused.. lol krayt comp segs with 14% are whack. but a krayt scale with a 14% resist might be pretty good..

yeah i jsut foudn out they are for bone armor.....
