I was wondering is it ppossible for a Armorsmith w/ best things possibly could get 40% stun 90% base 80% elect composite? Is it only possible for only some servers?

what is the rarity of an armorsmith getting a 90% amor piece?

An armorsmith can't make 90% base,highest possible we can make is 80%, and then only using rare, high-base enhancers.
Asmuggler can potentially slice a piece of armor made by an armorsmith to 90% base.
90% basecomp requires at minimum 68% starting base, which with 40% stun is very difficult to hit, and does indeed vary by server. I can tell you that on Chilastra, it is possible but extremely rare, due to the need for very old, hard-to-findresources. I'm not aware of any smiths currently making it.
In any case, even with 68% base, you'd still need to go through many sets of armor to get one sliced to 90%. The probability of getting the required slice was discussed briefly on the chilly trade forums.
An alternate method that will increase your odds is to get a lot of janta-hide enhanced armor made, which will kick the base up to 70% or so, giving you a substantially better shot at 90%. It would be very expensive (10s of millions) and/or time-consuming (getting all the janta hide), but still cheaper than slicing up bunches of 68% base non-enhanced comp.

Also, 40% stun isn't possible on every server. On Corbantis our Crism Siliclastic Ore spawns have limited us to 38% at best.

you can get 90% from 67% base if you luck out and get a 35% slice..... 67 x 1.35 = 90.45
I can make 67% base 40% with my standard resources, using the servers best it would go to 69%, then anything above a 31% slice would do it.

Read the second link I posted. 35% eff slices are an oddity, and not something youcould evercount on happening.

I have seen them before - so not impossible, but yes rare....
When I did 40 sets of 69% base back in the day, I got 2 full sets of 90%, and a few slices along the way were 35%.....
