Everyone wants that magic slice that will give them 90% base on their armor, yet there seems to be a conspicuous lack of hard data as to the probability of achieving that. So I took the time to run the numbers and here's what I've come up with:
Base Required to hit 90%Odds (approximate)
-------------------------------------------------------------------
67% 35% 0% / -
68% 33% <1% / 1 in 100
69% 31% 2.5% / 1 in 40
70% 29% 7% / 1 in 14
71% 27% 12% / 1 in 8
72% 25% 18% / 1 in 6
73% 24% 22% / 1 in 5
As you can see, the probability is far from a linear increase, the biggest gain being had between 69-71%. This is due to the fact that slicingitself produces non-linear results. These numbers are based on my experience slicing my own armor and the stats posted here (thanks to WayneInAustin), so there is a margin of error, but the numbers are still useful as a ballpark figure. You'll note that while a 35% effectiveness slice is (according to the devs) possible, it is *exceedingly* rare, so much so that neither the linkeddata (out of 1900+ slices) nor myself (out of countless thousands of slices) has ever had a 35% eff slice.
Any questions or corrections are welcome.

I've personally gotten 6 35% slices. 2 of them on uber items...one my Stun chestplate to get it to 90% and the other on a Acklay Stun Baton.

If you take a look at the linked data, it would appear that high damage and speed slices on weapons occur more frequently than high effectiveness slices on armor.

Well I had a 42% slice before, but that was a long time ago. I'm still using my armor stash from over a year ago as well.

I think 42 % is possible only for enc slice ( or double - slice?)

I've seen 35% effective slice on armor and 45% encumbrance slice on armor. Been slicing my own armor for about 18 months now.
