at what point do they become useful to you?
I have some 20% kinetic scalesbut I am told that no one uses them...I find it hard to believe.
Since I am getting seg's too what stats are good for you guys?

All scales are usable, but the higher the resistances the better. Scale will basicly add the %s to the final product. But it will push them all the special protections so they won't get touched by slicing
Your 20% kinetic scales would be nice in RIS, save alot of the time spent on getting the kinetic to 80%.
The segments don't become very good until the 30%+ base, lowwer ones can be used to make nice low ham armor, but until you hit the 30% point it will be on the lowwer side of things when it comes to resistance. The resources used will impact the final result of course. Most armorsmiths can craft a segment with 35%ish base. When you break the 35% mark, or there abouts, you have some very nice krayt segments.
Hope that answered your questions

Scales can be very useful, but not generally in composite. Those kinetic scales could be used to make some nice 80% kinetic Chitin.
Segments are only useful over 30%.
