Seriously, Look for the best resources you can. This may take months. I've been a Master since November and I have good overall resources to make 54% base Composite, but my layer resources are still severely lacking. This takes luck and patience.

Layers are just one of those things you have to play with and see. Three Kinetic layers is a standard one for high Kinetic composite. Acid Layered helms. Heat/Acid layered chestplates. Energy layered legs. Those are kind of PvP oriented pieces. Also triple Electric layers is one that is nice just to keep all the Base resists sliceable. Also its nice to look at the other smiths around you and see what they offer and try to find a niche. Maybe specialize in something they don't have. I refer many people to other smiths for things I don't make.

I guess my suggestion would be play with Kinetic and Electric to start out with.
