When materials like ore or wood spawn on one planet/server, does it spawn on all the galaxies with the same quality/frequency or is it completely random?

But just to make life more interesting for us multi server players, they reuse names! LOL, Dur on intrepid is an uber gemstone for kinetic layers. Dur on Chimaera on the other hand, is a nice metal... DON'T get confused when shopping for resources!!
