I'm fairly new to armorsmith(2000) and I am having some trouble with creating armor with good resistance. Currently my bone armor is 25% to 30% while my Tantel, Wookie, Chitin and Mabari all fall a little below that range. Can someone tell me what skills or items i should get to boost these numbers?

You need to go up the Technique tree before trying anything else. Each step will give you 1 or 2 more experimentation points. This will dramatically increase your results.
Also, using advanced panels will help your results for those armors as well.
Finally, look for better materials. Most of the top armorsmiths use stuff that has Overall Quality, Shock Resistance, and, to a lesser extent Maleability stats above or at least near to 900. Unit Toughness is even less important, but it is also desired to have high stats if possible.
Welcome and good luck.

Bone is an Artisan armor and uses artisan experimentation. If you want to make decent armor while you head for Master. Go up the Tech tree completely before doing anything else. That will help you alot. Even when using some low grade resources, you can create some good stuff to sell for cheap or wear yourself.
