I looted a pair of gloves with armor repair +7 and was wondering if that mod works. I was also wondering exactly what it does, if it gives a better chance of successfully repairing your armor? Thank you for any information.

It adds an "Armor Repair" skill to your skill set, but it seems broken. Dosen't seem to matter.
