Something I put together:
Color: Blue-grey
Special Resist:
Kinetic: 64%
Heat: 80%
Cold: 80%
Effectiveness:
Energy:80%
Electricity:80%
Blast:: 80%
Vun: Acid, Stun
Condition: 40842/40842
4 Sockets available
H: 70
A: 62
M: 222
I used 5% Rancor Hide for the segment enhancer (mosly because janta hides come in 3% 90% of the time, whereas a 5% Rancor hide is far more common to find), 5% NS Layer, 4% yellow Geo Cube (this is interwoven RIS), 2 Kinetic Layers at 8% Kin, 4% base, and I am borrowing an 11 pt suit.
Thoughts?

If at all possible, borrow a 12 point suit, it helps a ton on RIS.
With 12 points and the best RIS resources, you can make straight 80% resist using double amazing maxed kinetic layers, and a janta hide and yellow cube.

Hmm, I think Radiant resources for RIS probably aren't the best.
In terms of the double amazing layers, do you mean Kinetics that are 14% Kin 4% Base?
Because right now, there is no way I can hit that.

He's just saying to max out the kinetic resistance with 2 amazings and then you can dump the rest into the base.

When you guys are shooting for that, do you experiment everything into a line, or do you do it 2-3 at a time?
I usually just hit up a line experimenting 2 at a time, because it always seems like I have more points left over for another line, whereas even with an amazing, I don't seem to have as many left over for another line.
How do you guys experiment?
