I've noticed that the padded armor belt has resistance stats on them. My question is do these even work as intended? Does the protection even work? What area does is protect?

I use to play with these's back in the day to see how high i could get them. They did get hit with damage sometimes and offer some protection but i am not sure what area's they actually protect because when i noticed damage blocked in the combat window it was the only object that protected you. The bad thing about then is that they seem to decay very fast and i would find myself after a few hours of combat with a belt at 0 condition.
