Kiirium and Bey copper naturally have low SR. Plus they are used in such small amounts, I doubt they are the problem.
What are the stats on your resources?

kiirium would be the only one that could have a bearing on your elec as Beyrrllius goes into the final combine..
It doesnt look like you exp into elec on you segments?
when youve finished buffing the base on your segs what do you do with your last points? if you have any
if you have points left and you absolutely want to have higher elec put some into the botom bar ( I think one or two should do)

Just bought a new stack of Kiirium, made a seg of it, and got 80 elec along with 80 kin and 69 base. Thanks for everyones input.

So, I recently made some Composite armor with these stats (I'm a 10pt smith):
80 kin
77 elec
69 base
I'm really happy that I got 69 base, as well as maintaining my 80 kin level. But, if I could get my Elec up to 80, that's my goal. So, I looked in my resources to see what had bad SR. Turns out it's my Beryillius Copper (Afawa) and my Kiirium Steel (Fanoriobi) that have low SR's. Is the SR truly my problem, or do I need to be a 11 or 12 point smith to get 80 kin, 80 elec, 69 base?
