That is for the most part true. And can be a story told by most used sets of armor. Generally the chest plates go first, then helmet, then pants, then boots. gloves and bracers last.
Much of pvp is dominated by professions that would tend to target specific areas. For example rifleman headshot3 is popular. Headshot3 will only ever hit your head. Carbineers can hit your legs, pistoleers your body, and so on..... Meanwhile no profession can target your hands or arms specifically.
However, most professions have a "random HAM" attack, which also concurrently is a random body part attack. If a rifleman advance strafes you, and happens to hit your hands. Your going to get the full impact of a non-armored body part. Just because it's your hands in no way mitigates damage. Many people complain about armor holes, and how bad it can be to be shot thru a hole. Not having bracers,gloves gives a rather good size hole to your armor.
