Given this information - that condition is more akin to "hit points" than to "percentile effectiveness," a piece of armor at 100 /8722 condition would provide the same level and type of protection as 8722 / 8722 armor for that 70 points in the example. The problem with the former piece is, of course, that it would only have 30 remaining, and would not remain intact beyond a second shot, and the latter armor would.
I think that Talyn was asking if armor lost its effectiveness based on the percentage of the total condition, and given references from around the major forums and Jaato's outsanding analysis of the mathematics involved, I believe the answer is "no." I don't believe that armor does lose effectiveness based on percentage of total condition. Rather, the more condition points that it has, the longer it can sustain damage. Furthermore, I've seen no evidence that my armor shows any change in effectiveness after prolonged use. So long as it's not "condition red" at zero, it still works for however many points of condition the armor has left, as I understand it.
Other AS's want to chime in here to confirm or deny?

Yes and no I believe. Yes the condition of the armour is essentially its "Hit Points" and does govern how much punishment it can take before any degradation in performance is noticed. However, from pure personal experience I have seen bits of the armour I wear drop from 85%+ resits to below 45% due to sheer damage taken during NS bashing. I believe that a small drop in resistances is first experienced when the item drops below 50% of its maximum hit-points (4999/10000 should see this effect for example).
Probably re-stating what others have noticed with this one... I've also noticed that the lower the condition of the item when you repair it, the greater the chance of a failure and the greater the maximum-condition loss on a successful repair.
