i looted a set of these (i forgot how many at the time, i think it was close to 11) and they came out to 12% base and -15 action, are they worth selling? keeping? anything?

yes, that's worth a lot. Smiths producing insanely high end RIS armor, or insanely uber Comp armor will drool at the thought of buying those layers.
No clue how much they might go for beyond "a lot", I don't even know what server you're on.
Just fire up a 4 day auction in your servers auction forumand keep it bumped. Throw in a sniping rule and watch the bids soar.

so I should use the 23% base layers I just bought for RIS?

well it all depends on how big of a set you have. A lot of the exceptional layers drop in lot quantity, so RIS is the only feasible use.

I got a set of 11 9%. Plan on making myself a nice set of armor

Probably best for RIS...
Here's why:
(Helm example)
Interlaced RIS Helm...takes 3 layers total...some left over for chest and pants
Comp Helm...takes 12 layers total (9+3 for segment schematic)
