Yes there is an NPC in a hut near the rebal base on Dantooine. He hill give you the schematic for the layer, you must make a layer, then he gives you the schematic for the segment, you make a segment (don't need to include a layer), then he gives you the schematic for the boots, and you make the boots... once done you will get the rest of the schemtics.

Now you will need at least 1 Peko Peko feather,2 Gurek Hides, 2 wollamander bones, and 1 GDK scale. When you make the items for the quest and go back to the guy you will loose them (basicly turning them in). He mumbles some crap about how poorly they were made, ignore this. You'll also need the other resources for RIS armor as well to make them.

on eclipse i think they are dropping again because they are on trade forums alot more often

The RIS quest guy is at -6805 6005 on Dantooine, near abandoned rebel base.
