I can buy it and make Ris or need to make quest first ?

The "Interwoven RIS Schematic" is dropped as loot from Ackley in Geo. dungeon on Yavin. You can sell/trade this schematic with other players. It only makes Interwoven RIS segments though. This means you still need to complete the quest to get the full schematics for the actual RIS pieces.
