FYI...just found this out last night the hard way (after I finished a perfect, full6000 stats/protect RIS suit)...the following is what I posted in the bug thread for Publish 18:

Server this character is located on Chilastra

If something is gone, please log where the item used to be (Planet, Location X,Y) N/A

If you find an NPC that doesn’t work, please provide a Name, Planet, Location X,Y N/A

Review this bug thread for similar issues you are experiencing to see if it has been reported already. If it has been reported already see if you can provide any details that are missing. (reproducible steps) Reported once in this thread, bugged in game too

Please give detailed information regarding the bug you are posting about. If you can supply us with reproducible steps it would help us tremendously in locating where the problem is. Do not just say such and such is broke, that does not assist us in getting the proper information to reproduce the problem. I crafted a full suit of 9 RIS armor pieces using a feathered enhancement for each piece...This should have resulted in a +40 health stat bonus per piece...Instead, upon final assembly, no health stat bonus was shown for each piece...Basically, Feathered Enhacements don't seem to work anymore in RIS...Which is rather frustrating since the armor came out 6000 stats across the board (unlayered)

Also, please state in your post if you /bug the issue you are receiving in game. Yes I did along with a CSR ticket...no response received yet.
