Well the short is... are they bugged?

I've really not messed with Mabari armor since I hit master.. but I got request for a set so I started messing with it.. I don't have the specific stuff for advanced segments so I'm just making normal ones.. and here's my problem.

The schematic is the normal 50/50.. it's all 50/50 except under Integrity it's OQ/UT..

I'm using 910OQ 919SR.. Iron.. Not specific just metal needed..

Oddity #1)

Or very similar.. now I can't figure out why my middle row is only 13 to start with... it should be in the upper 20s based off the resource I'm using.. The experimentation bar goes all the way to the right and can fully experiment this line..

Oddity 2)

Every time I experiment on the middle row I've gotten one of two results.. using 9 points to fill the experiment boxes.. I either fail and stay at 13% seems about 2/3 of the time this happens.. or I get an "amazing success" which gets me into the 60s and doesn't change any of the stats still EXCATLY the same as before experiment... Last I checked my math (8*9)+13 does not equal 60s.. I should be hitting 85% off that amazing..

I made over 15 segments this way.. so I can't believe I was just THAT unlucky..

Now if I experiment one box at a time, I can get that up to around 85% no problem.. and get the base on the segment around 7% IIRC..

This is the first segment I've run across that does this.. so I'm confused.. Comp and Ubese are coming out fine like I expect them to I've made a few Padded and Tantle with no problems either..

So either the dice roll was really against me this morning or something's goofy here? I'm more concered about that 13% as that doesn't make sense to me..
