Do you need a personal crafting station to make ubese armor shirts?

Im using a clothing and armor tool and standing in front of a public station now, but I cant find the schematic.

ok - now, i can access the schematic, but i dont get any xp for creating a prototype! any ideas? Again, thanks a million
