Hopefull I'm on my way to making some 7k+ RIS or some 8k+ Recon armor, but right now I'm only at the layer stage. Are energy 83 energy layers acceptable for this task?

+83 E-Layers will give you about +996 Energy all told, assuming no decimals.

Looks good to me, that's about what I do on Bloodfin right now ... (stupid materials) ...

Now, if I use my second best resources, I make 79 energy layers. Do you think it would be possible to hit those stats with these?

And also I assume that kinetic 84 kinetic layers will possibly hit the cap also?

Just multiply your layer stat by 12 and you get the bonus.
