It's okay, but you won't hit cap with your final appearence using that. Look at it this way, the two resources added together equal about 1500 (out of a possible 2000 if the resource had both perfect OQ/SR). That's only 75%. If all your resources were about that level, then you would only be able to get the segment to 75% of it's cap (which is 750 out of a possible 1000 per segment). Mostcapped armor is at least 950. I made segs at 915 and only got 5600 on my resists when I finished the piece (had bad hide in the core also).
I think a good rule of thumb is nothing under 800 in OQ/SR for the segs.

at one point early in my career I believed that would a great resource... Now that I'm trying to cap my armor.... was I ever wrong... in reality if you are trying to push to the caps you probably looking at min 850 on each side on you lowest resource that you are putting into segments even then this will be your lower resource and you are probably going to want to have the rest in the 900's...
I'm no expert but gaining lots of experience and my guild always gives me a hard time about my number crunching, like figuring out on the high side it costs me about 0.2 credits per unit to harvest
