Can anyone help me to understand how to make GREAT energy comp. I add all the energy layers but the resists still suck. Is assult armor just naturally hard to make energy resistant?

In a word: Yes.
Composite will never, EVER have more energy resists than 6200 as the absolute maximum. In most cases it will only be around just as good as a suit of capped, unlayered battle armor.
Assault armor, like composite, has an inherent penalty to Energy resists, and bonus to Kinetic.
If you want to make the best Energy resistant armor you need Recon armor. It has a bonus to energy, but penalty to Kinetic.
And battle of course is the middle ground, with no bonusses or penalties.

You start 1,000 points in the hole on energy with assault armor. With perfect layers (which don't exist), the best you could even hope for is 6200 energy. Meanwhile, you could top 8000 energy on a suit of recon with not much trouble.
