I am trying to make my friend a suit of RIS. He brought me a "RIS Armor Layer" with +25 heath to it. NO clue where he got it.
But my question is, I can't find it in my list of things to craft and I can't find what part of the armor process I put it in the armor.

Are you RIS cert? If not you need to do the quest... if so that might be a pre cu component? not used any more.

Yeah, I am RIS cert. I am also thinking it is a pre-cu item. I can't find it anywhere in the draft schems.

Did RIS layers become feathered appearance enhancers? They each use a peko feather. See if you can use in the final combine of an RIS piece.

I believe it did.
And judging from the +25, this is definitely Pre-CU stuff that got converted.
Try using it instead of the FEA in the final combine.
BTW, the RIS Hermit still refers to the FEA as a RIS Layer.
