Making synth cloth and fiberpanels, does the quality of the resorces used make a differance in the end product?

I'm used to buying weapons straight off a vendor, but this time I'm looking to have a custom rifle made. I'm trying to gather components for it, but there are a few things I dont understand. How many diffrent components can I have put on a single rifle (its going to be aTransdosian Hunting Rifle if thathelps) I have advanced Scopes and Some Custom stocks, but is there a limit to how many diffrent parts I can use? Also, is there only specific types of components I can use for this particular weapon? Any info you have would be most helpful.

You can use one stock, one scope, one barrel (the trando barrel as that is required), and 1 set of 3 similar advanced powerblaster handlers (which can be enhanced by 4 similar tissues of Enhanced power cells)

BTW the scope and stock is buigged atm, but should be fixed (at least the new drops) soon as the fix is on TC.

Also I wouldnt recommend using a looted stock as the sac penalty on those is quite high
