I'm the Mayor of Crater Lake, Dantooine, Wanderhome.
Yesterday our city finally hit City Level 4. The budget for our city seconds before the update was 167,500. Our treasury held 170,000. Using second grade math, you can tell that our treasury had a surplus of 2,500.
Once the update hit, and we became a Level 4 City, all of our streetlamps (about 6 in total), all of our fountains (3 in total), 2 mission terminals, and 2 trainers were destroyed due to lack of maintenance. This is surprising to me since our treasury held enough to cover the maintenance costs of the city.
What I assumed happened is that the city updated before the maintenance was paid, so it charged me maintenance on a level 4 City Hall instead of a level 3 City Hall.
If so, why did this happen? Don't we pay maintenance for items that we had the previous week, not items we are going to have the following week?
As for why my treasury is so low, I charge my citizens the bare minimum of what the city needs to survive. Any shortfall is paid outof my personal income.
I did a CSR ticket to get the streetlamps and fountains replaced. Replacing the terminals and trainers was free, so I didn't include that in my request.
Has this happened to anyone else? The city didn't update twice. It only updated once. Also, it didn't appear that my citizens was taxed. Strange things are happening. I hope I can get some answers.

My city went through 2 extravotes last week and almost had the cloning facility go down. No taxations just elections and decay.

I read the exact same from somebody else just a day or 2 earlier ...
Best tip is to always keep something like 3x the maintenance cost in the treasury for safety reasons ... if you can afford it.

The city tax bracket (maint) will always be 1 week ahead of the actual amount. At your first update from an outpost to a village, you are charged 60K credits base rate instead of the 35K for the outpost you thing you are going to be charged. You have to know this and anticipate ahead. We just keep a major surplus of funds in our treasury so there will be no problems.

Things have, shall we say, taken a sharp turn off a big cliff. No correspondent for us for the combat balance. The Devs hit their "I win" button regarding our concerns.
