What are the skills you need to make red and black R.I.S? I just made the boots and all I could get are red and dark blue/brown/grey. How high up in tailor do I need to be?

Huh? You dont have to be a tailor to produce a colored RIS...There are not a wide range of colors for RIS, probably why you cant get your wanted color...

Well, I've seen people with red/black R.I.S, yet I cant select black as a color. What is up with that?

The black may be that dark blue...

I just made a red/black its more a darker blue then a black would be..I Doubt there is an actual BLACK color

I had mine made dark grey / light grey, but it looks funky.
The RIS color palette is so screwed :/

Dark slate and/or dark blue are the closest thing you can get to black...
What I have here is a dark slate primary and bright red secondary helm (screenshot colours are a bit lighter than what it looks like in game)...

*shrugs* The dark slate works well enough.

That's the color I wanted, that "dark slate" and light grey.
But mine turned out waaay different than that :/
Oh well.

*shrugs* The dark slate is the dark gray one or light black or really dark white or whatever you'll call it. 
Right above the red on the colour palette. If it appears too light or something in-game, then you could lower your gamma/brightness to get it to look darker.

I'll post a screenie of mine at server up.
Its supposed to be "dark grey / light grey" but it looks awfully blue to me.
