Is it true that the only time a crafted sub-component's quality doesn't matter is with Synthetic Cloth and Reinforced Fiber Panel?

As far I as I heard it does not matter. These can be experimented on but they do not have stats. if it does something invisible behind the calculations I don't know.

Quality on any non armorsmith sub component does not matter. This includes synt cloth, fiber panels, reinforced fiber panels and all the master artisan gizmos for shield generators.
On all armorsmith made sub components you do want the best possible quality.
