This is very good advice. As a non-master, my unlayered advanced Ubese was coming out at 52% kinetic. With no layer I'm sure the HAM was better as well.

Get yourself into the mid to upper 60's with layered advanced Ubese and most people won't worry about encumbrance.

I'm pretty sure you can't hit the 80% mark even with 1000/1000 resources without using advanced segments.
