Armor and Buffs with a twist?
I was wondering if this idea would be worth exploring with armor, combat, and Buffs
Concept:
What if a character only received a percentage of their buffs based on 100% minus the armor’s base resists (not special resists). With the addition of any base stats that didn’t used to wear the armor in the first place.

How does this affect the profession:
One, people who wear super buffed armor will get less of a benefit from high end slices from having extra stats. It will level the playing field and have more strategy over one dimensional armor.

Also, special protections can have 80% and base resists could be less and you don’t suffer a high penalty. This would actually give a good reason to make and actively use layers.
Needs further work for:
Considerations would have to be given for partial sets and some form of logic used. As in a chest piece shouldn’t stop the entire buff, but because it gets him more often, it should count as a larger portion of the decrease (instead of 1/9th for being 1 of 9 pieces).

Items like Krayt Scales would have to be reworked so it didn’t move all resists to special.
The penalty might not make worthwhile to actually use armor? Perhaps only the secondary stats should be affected
For example:
Aeric (myself) got a Doctor Buff to add 1500 points to my health, Strength, and Constitution. My current Stats are 700, 650, 600. The total health Encumbrance on my armor is 625.
If I were to wear an entire suit of 70% base resists then my stats would be:
Health = 700 + (1500 * .3) = 700 + 450 = 1150 (instead of/or 2200)
Strength = 650 – 625 + (1500 * .3) = 475 (instead of 1525)
Constitution = 600 – 625 + (1500 * .3) = 425 (instead of 1475)
Health = 700 + (1500 * .3) = 700 + 450 = 1150 (instead of/or 2200)

The idea is very rough, but is it worth consideration?
