No, just get and armor repair kit and do it yourself. Unfortunately, there are bugs with this, too. The repair might be successful, but the condition won't change. It's a display bug, but folks have reported that the condition never improves unless you repair and log out for a bit.

No. Armorsmiths have no bonus to repairing armor at all. It's all dependent on the quality of tools you use.
