if you had carbine speed +2 and carbibe speed +4 could you put them both on your armor for a total of+6

No you cannot put 2 of the same mod in a single piece of armour. The higher mod will overwrite the lower one, so 2+4=4.
However if you put them in different pieces of armour they will work as +6.

BUT YOU CAN PUT ONE MOD ON HELMET AND ONE MOD ON CHEST FOR THE COMBINED,YES?
