I've heard some rumors that the Harrow spawn is messed up since the servers do not reset anymore. Can anyone confirm this or have any information?

welp my in game wife has killed about 5 spawns worth today, so on tempest it seems to be working just fine.

My alt has had no problems killing static spawn woolymanders at the poi.

on kauri ive camped the temple checkd 0,0 and wasted 3 hours with no spawn, i do beleive somthing is wrong with it..

If there's none at the temple , try waypoint 0,0 on Yavin. Sometimes there's Harrowers there alongside the usual Geo stuff. Got 5 bone frags there a couple of days ago.
