??? my rebel assault armor still keeps wearing down! is this a bug or working as intended?

Yes, they work. When you re-log it should appear as full condition.
P.S. i mean this in the nicest way possible:
Please do a search first because there are about 100 zillion threads out there with almost identicle titles as yours
