VERIFIED!

I had one on my storage vendor that I looted the other day, which did NOT show until I retrieved it (yeah, gonna have to relist them to see it), but once I retrieved it, it showed Health: 22

Strangely.... this is the highest looted one I've seen, and I've made a bunch of them... maybe I just got lucky, or could they have tweaked the looted range within the last publish or two? /shrug

I don't know. However, I do have a set of +23s. Maybe they increased cap to +25?
