Essentially, I am looking for Heat, Acid, Energy, and Kinetic protection, but I do not want a whole set of composite - only a chest plate, leggings, and bracers. So my question is this - aside from the obvious composite, is there any armor that can at the very least protect me with 70% resists in these areas? Chitin maybe?
Just looking to see what armors can be layered, and by how much...

Nope, chitin will not do it.
Have you considered a combination of PSG (personal field generator), synthsteak and chitin? You'd have to get the chitin layered for heat instead of the typical kinetic layer, and it would be weak at best. But an imperial prototype PSG should add 35-ish to all protections (if properly shifted - they do shift so carry more than one), and synthsteak for another 30% or so for 30-ish hits should be a nice combo.
My CH/riflefish persona hunts with PSG, synthsteak and 3 pieces of ubese, and seldom gets incapped.
