Padded is crippled by having two named hide requirements - Lokian leather and Yavinian wooly. Once the initial rush for Wookie armor is over, I suspect that a lot of 'smiths won't bother with it because of the Yavninian leathery requirement.

It's tough enough to get good generic wooly / leathery / scaley hide in quantity to make armor, and putting planet-specific requirements on these hides is one of the things that cripples them compared to other armors. If we were required to use a planet specific wooly for our armors (like advanced padded) there's a large chance that those spawns wouldn't happen on the planets we need them on. Heck, there have been all of two wooly spawns on Shadowfire with OQ + SR of ~1800. Both sell for well in excess if 150cpu.

If you want to take it one step further, I'd drop the wooly requirement from padded armor and Wookiee armor alltogether and replace it with another form of hide. As long as Ubese and composite are our primary sellers, the wooly we put into padded and Wookiee armor will always be second-rate since we'd make more money throwing those hides into composite or even Ubese than we would by trying to serve our fellow players by giving them some quality padded or Wookiee armor.
