Is it a one time use Schem. or Permanent?

Also I was told that this is really the only way you want to make RIS, is this true. Thanks for the help.

Acklay in Geo caves, and I think it just gives you an extra layer for the RIS, its optional like he Peko feather I believe.

Drops from Acklay, the boss of the Geonosian Lab. He's on a two-hour spawn.

You get 5 uses from it.

It is not required to make RIS, but makes it better by both allowing you to use one more layer and adding a required Geo cube slot, which can be used to further increase the properties of the armour.
