I've just started the RIS Armor Quests and cannot find these components. Do they spawn? If so, does anyone have any they are willing to sell?

Yes, they spawn (of course), but they are less frequent. You might see gaps of 3-5 months between spawns, then a spurt with 2-3 spawns on top of each other, then another long gap.
If you ask on your server trade forums you might be able to find someone willing to give up small amounts, but in my experience it's easier to loosen their grip by offering something they want more than cash (e.g. if you have some quantities of another rare and in demand resource).
Otherwise all you can do is be patient and wait for the next spawn

Well can't speak for your server but titanium is in plentiful supply on Farstar... However it's been rubbish for months.
Finally got some OQ300 SR400 stuff recently but waiting for good stuff is getting painful
Oridium intrusive is very rare, we get a spawn every 2 months if we're lucky, last lot was 700oq 400sr I think... I have a batch of the titanium and oridium if anyone on FarStar is desperate I'd be willing to part with a little of each!
The biggest problem with RIS is getting the non resource components, I lost count of how many times I visited the woolemanders spawned a gurk king or tackled a Giant Dune Kimigola without ever looting one component, all of mine have been bought from other players.

Ah, Yes, Chanlon is pretty rare too. Again usually a month or two between spawns, but then would you like to see everyone running around in RIS suits?!? Nah! Keep it rare I say! Gives me more of a sense of achivement this way!

I agree on the components. Ive had great luck with the GDK scales as of late. But the hides and the bones i am paying for. I dont have the patience or time to keep hunting for those. As far as good resources for the ore and stuff Im just going to settle for a decorative suit of RIS. I mean really, after all it takes to get the resources why would you ever fight in it?
