So are these random anywere drops or are they dropped in a certain area

Random drops anywhere. Although if you wanted to increase your chances of getting more than a +1 or +2 tape I'd recommend hunting high-level NPC's (Nighsisters etc.)

Yeah completely random I droppede most of mine hunting nightsisters but have had a 2 +2 weapon exp tapes out of spice fiends whilst looking through the Bestine Bazzar
