Base can be sliced Special cannot
Special is capped at 80% and is dependant on the layers put into the segments (ie 80% Kinetic composite)
best base armor unsliced you will find is usually around 71% or so, not sure though since I'm only a 10pt smith but I can still get around 58% base consistantly, (80% Kinetic 61% Electric special) sells pretty fast too for 40k per large piece (ie helm/chest/pants) charge around 30k for boots and 25k for smaller sections (biceps/bracers/gloves)
Could be undercutting myself but it keeps my bankroll filled.... plus how else is a guy to compete with the 12 pt smiths

There is no difference -90% is better than 80%, no matter is it in base or in special res., so 90%base is best you can get.

there is no diffrence in armor rating between specials and base. so which ever has the higher percentage then that will offer the best protection.
