are NS armor layers with 6% and -8 action encumb any good?

Better than what we can make. Anything above 5% is worth keeping in my opinion.

3% are useful too IMO, that and 3% janta hides you can slice to 90%, granted you need a good slice but i can buy 3% janta hides for 10, 3% ns layers i can buy from bazaar for 100credits or even get them free. But i can sell 4 pieces (boots, chest, gloves, helmet) for like 400k...
